The propaganda war in the Ukraine crisis has spawned a renewal Russian nationalism, with members of the opposition and the intellectual class suddenly praising President Putin. Many in Russia are accepting the Kremlin’s official line uncritically.
Perhaps Alexander Byvshev was a little naïve. Maybe he thought his small village was somehow a safe haven from the world of global politics. But how wrong he was.
Byvshev, a German teacher in the district of Orlov, recently opened up his local newspaper, Sarya, or “the dawn,” only to find his name featured in a prominent slot. “In these troubled times, when enemies outside the country are showing their teeth and preparing to take the leap of death, you can find people who would like to undermine Russia from within,” the newspaper wrote. “People like A. Byvshev.”
Russia signaled concern on Wednesday at Estonia’s treatment of its large ethnic Russian minority, comparing language policy in the Baltic state with what it said was a call in Ukraine to prevent the use of Russian.

President Obama authorized sanctions Thursday against unspecified individuals responsible for “undermining” stability in Ukraine, where Russian troops have occupied a southern region of the country.
The White House said Mr. Obama signed an executive order authorizing sanctions against “individuals and entitities responsible” for threatening peace, security and “territorial integrity” in Ukraine.
Press secretary Jay Carney said the action is intended as a “flexible tool” to allow the administration to sanction those most directly responsible for destabilizing the country, including Russia’s military intervention in the Crimean peninsula.

Russia’s aggression in Ukraine has set off plenty of bluster and aggressive rhetoric in Europe. But many EU member states are skittish about the potential dangers of imposing punitive economic measures on Moscow.
Great Britain would very much like to penalize Russia for its encroachment on the Crimean Peninsula. But it should cost the UK as little as possible. That, it would appear, is London’s strategy for dealing with Moscow’s aggression against Ukraine — an approach made public through an embarrassing blunder on Monday. A freelance photographer snapped a picture of a classified document held by a government official as he entered Downing Street for consultations. The document outlined the potential punitive actions British Prime Minister David Cameron might take against Russia.
Britain should “be prepared to join other EU countries in imposing ‘visa restrictions/travel bans’ on Russian officials,” the paper advised. It added that Britain should “not support, for now, trade sanctions … or close London’s financial center to Russians.”
The message is clear: The British economy, which profits immensely from wealthy Russians, should be protected from potential fallout from the ongoing stand-off over Ukraine. Sanctions of some sort, it has become increasingly clear, will almost certainly be imposed, particularly with EU leaders gathering in Brussels on Thursday to develop a joint bloc response.
But the document photographed outside Downing Street reflects the deep wariness in the EU of the potential costs associated with punitive action against Moscow. Brussels wants to send a message, while preventing excessive backlash.
